thanks for the input!

1) Where can I find this function in VLC?

 
Video->Subtitles track

(an option for cycling through Audio->Audio track would be nice too, since this is usually how 
commentary tracks and dubbing are included.)

 

2) I put it on the ToDo list.

3) Democracy is still a tough one as long as it doesn't offer either 
the necessary AppleScript or keyboard support.

 
Ok. Since Democracy is just a fork of VLC (and so also Free Software), perhaps some cross-community communication will inspire one of their regular developers to add those.
