Regarding Front Row:
If you are on Leopard and you enter Front Row and then try to open the
Remote Buddy menu, it will indeed open the menu, but you won't be able
to see it because Leopard's new Front Row does not allow the display
of any windows on top of it (Tiger's Front Row did allow that).
If you are switching from EyeTV's fullscreen menu to Front Row, Remote
Buddy might still be in the special EyeTV full screen menu control
mode, so your remote input may well still go to EyeTV rather than
Front Row. I'll check - and correct - that as possible.
Think of a Behaviour as plugins that always handle an application or
(group of) system function(s). Remote Buddy automatically detects
which app you use and chooses the right Behaviour for it. The "Switch
from EyeTV fullscreen mode to Front Row" is a special case and you may
have discovered a bug there - I'll check that.
Activating the Behaviour right away rather than entering its context
menu would make *tons* of useful functionality you find in these
context menus impossible and much more difficult to access.
You can, however, also get what you want with a few clicks (cut and
pasted from the "main menu" thread):

Disabling direct access to context menus and rather activating the
respective Behaviour right away:
1) Enter Preferences > Menu
2) Create a custom profile with a click on the plus button in the
lower left or choose your existing custom profile
3) Remove all Behaviour item from your menu layout and replace them
with the respective actions found in Actions > Behaviours (in the Item
Library on the left)
