This posting is older than 6 months and can contain outdated information.

When editing a menu profile, you can create empty containers by
hitting the + button below the menu layout.

Then, you can add your custom actions into it. Just make sure you
checked the "global" checkbox and they'll turn up in the Menu Item
Library.

Regarding your P.S.: Remote Buddy can do that. Simply add your
AppleScripts to Remote Buddy's menu, then access the menu through AJAX
Remote's "menu" feature.
