This posting is older than 6 months and can contain outdated information.
Hard to tell what it is, but one thing that may be worth trying: try adding your plex actions to the Remote Buddy profile. Chances are (== I'm making a guess here) the Harmony Hub only opens a Bluetooth connection for activities where the Sony PS3/Remote Buddy are the main device.
